I agree with Yoly. Although I don´t know who is Naruto. However, despite the fact that what you show is reality it´s too negative. Maybe, a more possitive side would be more appealing.

I wonder you could make the instructions clearer, so students could really focus on the modals (1st and 2nd conditionals). I mean, if students have a look at the pictures. They could answer with simple future "will". Is there a possibility you could narrow his/her options? Will you tell them that they have to answer with conditionals? I agree with Belkys I think the washback effect could be more posite oriented
What if I ask only for 2nd conditional?
I think the washback would be to make test-takers aware of how our own behavior as citizens living in Caracas would affect our own lives in the future.
It would be a good idea to include sth like
" and tell your friend what can be done to help solve (or reduce) this problem"
